Job summary
The Illegal Migration Operations Command (IMOC) is a new DG group within the Home Office set up to enhance the Departments ability to deliver illegal migration operations across the end-to-end system. IMOC brings greater coherence to the response to illegal migration through collaborative working. We provide coordination and leadership from the centre to enable flexibility and responsiveness in the delivery of priorities that require significant cross-system working.
The current challenge is delivery of the Illegal Migration Act, as well as supporting campaigns focused on other areas across the end-to-end illegal migration system, including upstream activity to reduce push factors and organised immigration crime.
Within IMOC, the HQ directorate leads on strategic operations and comprises three deputy director-led functions:
Data & Analysis provides end to end situational awareness across the whole system to underpin strategic decisions, ensuring we have the best information available to analyse key trends, model scenarios and evaluate impact.
Campaign planning develops plans for centralised campaigns, and provides scrutiny and challenge functions for delivery partners, tracking delivery against strategic intent.
Delivery & coordination works with delivery partners to drive delivery of centrally-led campaigns aimed at specific cross-system issues.
Tackling illegal migration is one of the PMs top 5 priorities and we will be reporting directly to the Home Secretary and PUS on progress. It is a fast-paced working environment, cross-cutting and reaches across several government departments.
Job description
Reporting to the Deputy Director for Data and Analysis, you will be responsible for providing key reporting and analysis functions for IMOC and the wider department, including Ministers. Your team will provide end to end situational awareness across the whole system to underpin strategic decisions, ensuring we have the best information available to analyse key trends, model scenarios and evaluate impact. As well as delivering existing functions you will need to build new capabilities and transition these into business-as-usual.
You will lead a number of G7 teams, including embedded specialist staff, and work closely with consultants and suppliers, to:
- Oversee the build of new, end-to-end performance dashboards and visualisation tools and products, shaping the design and end use, making use of innovative technology.
- Transition these into business-as-usual use, ensuring they continue to meet the requirements of the IMOC HQ (and its situation centre), the department and Ministers.
- Provide the analytical capability that interprets the data and system performance information to support operational decision-making and briefing/advice.
- Task and provide strategic leadership to embedded teams covering social research, behavioural insights, upstream analysis and modelling. This will include rapid-cycle evaluations of campaigns and interventions; and commissioning research, evidence reviews and intelligence assessments; It will involve close working with the wider analytical and intelligence community, as well as with policy and operational teams.
IMOC HQ is a new command, and its Data & Analysis Unit is a new and rapidly growing team. You will be responsible for the recruitment and training of our staff and their own personal development, and you will take a leading role in steering the development of this team in setting its purpose and role. You will also be expected to play a leading role in the development of the command overall and establishing its position in the department overall.
You will need to act as an ambassador for IMOC HQ and the Data & Analysis Unit, building relationships with wider Home Office teams.

Essential Criteria
You will have the following skills or some experience in:
- Strong leadership skills ability to lead complex work programmes, and to promote the effective use of analysis and evidence to senior stakeholders, ensuring work aligns to the departments strategic priorities. Encouraging diversity and fostering wellbeing to encourage personal development of team members.
- Strong communication skills able to communicate complex analytical concepts to non-analysts, including while under pressure. Ability to maintain positive relationships while also pushing back where necessary on inappropriate use of analysis.
- The ability to deliver programmes at pace in complex, changing environments, taking account of the wider context, whilst ensuring effective quality control and project management.
- The ability to build influential networks and professional working relationships with colleagues, customers, and a wide range of internal and external stakeholders, using these networks to improve analytical advice and influence.
- Analytical and technical expertise understanding of strengths and weaknesses of data and methodological techniques, able to provide appropriate challenge on use of analysis in strategic documents, and to guide colleagues in their own technical development.
