Job summary

The Public Sector Fraud Authority (PSFA) s a fast paced delivery and operational team and is responsible for working with departments and arms-length bodies to better understand and reduce the impact of fraud against the public sector. Working in the PSFA is an opportunity to make a difference to the taxpayer by improving how the public sector deals with fraud. This can reduce the cost of public services and drive fairness in society. Working in the PSFA offers access to a wide range of stakeholders across government and the opportunity to work with various sectors in a high profile policy area with high media, parliamentary and ministerial interest. 

The Team

As well as being part of the PSFA, a new authority established in 2022, you will also be part of the Government Counter Fraud Function (GCFF), which has members in all departments, at all levels, in all sectors. 

The PSFA is outcome and performance driven, offers a depth and breadth of expertise and works jointly with HMT to tackle fraud in the public sector. 

The PSFA, whilst sitting within the Cabinet Office, reports jointly to the Cabinet Office and Treasury Ministers. Maintaining close working relationships with HMT colleagues is key to ensure the PSFA can deliver its mandate effectively.  The PSFA will be c.117 staff, growing to 150 in 2023/24 with locations across the country – including York, Glasgow, Newcastle and London. As a result, hybrid working is fully embraced and teams are encouraged to collaborate in the various Cabinet Office Hubs around the country. 

The team offers opportunities for fraud experts across the disciplines needed to effectively find and fight fraud, including risk assessment, measurement, prevention, intelligence and investigation and building public sector capability in these via the Government Counter Fraud Profession (GCFP). Fraud Policy Team 

Lead the development of policy for Counter Fraud, providing centralised expertise for the Function, Ministers  – developing policy proposals. The team lead on responding to consultations internal and external to HMG, bringing together the voice of the Counter  Fraud Function.  A real opportunity to help shape, develop and deliver policy/legislation and be part of the change in structure and approach to how we Counter Fraud across government in the future.

Job description

Key deliverables and responsibilities could include:

  • Assisting in developing strategy, policy, legislation and procedure for counter fraud across government.
  • Overseeing the reporting of fraud and error data across government, analysing trends and assisting in the publication of these figures.
  • Maintaining engagement with departments and assisting in function wide governance to ensure that there is awareness of the wide range of counter fraud activity happening across government and best practise is shared.
  • Develop and maintain strong relationships with stakeholders across the Function to facilitate open conversations on counter fraud activity and aide them in their commitment to detect and prevent more fraud.
  • Providing expert input into guidance, to increase departmental capacity and capability in counter fraud activities.
  • Encourage collaborative team work within your own team and across other groups. 
  • Establish professional relationships with a range of stakeholders. Collaborate with these to share counter-fraud information, resources and support. 
  • Consistently show a positive approach to keeping the whole team’s efforts focused on the top priorities.
  • Ensure plans and activities in your area of work reflect wider strategic priorities and communicate effectively with senior leaders to influence future strategies. 

Person specification

Essential Criteria:

  • Previous experience in a counter fraud, economic crime or anti bribery & corruption role/environment. 
  • Strong organisation and prioritisation skills with ability to both see the strategic picture and focus on detail when appropriate.
  • Strong and effective leadership experience with an ability to communicate with clarity, conviction and enthusiasm with colleagues, partners and stakeholders to drive positive outcomes.
  • Experience and knowledge of leading diverse teams through effective coaching and mentoring to improve delivery of outcomes.
