Job summary

This role is an embed position where your home department will be the Department for Levelling Up, Housing and Communities (DLUHC) but you will spend three days a week as an embed working for the Home Office Analysis and Insight team, and two days working with the DLUHC team. This is a unique opportunity where you will get intelligence assessment experience with the Home Office and policy experience with DLUHC. You will draw on your experience with the Home Office, specifically their intelligence and analytical capability, and use this to drive policy to tackle integration and extremism issues in UK communities for DLUHC.

The Communities and Integration Directorate sits at the heart of the Government’s aim to level up opportunities for everyone and deliver DLUHC’s goal to establish socially and economically stronger communities. The Directorate leads on supporting communities, reducing inequality, tackling social harms and bringing people together. Working with local partners and other parts of the Government, we are focused on a number of priorities, including: • Promoting greater understanding between faith communities and others,

• Delivering race equality and levelling up opportunity through our work with Windrush communities

• Pioneering integration and social cohesion work • Tackling hate crime, community tensions and religious hatred

• Developing a transformative programme of anti-extremism work including use of data and evidence gathering, responding to incidents of civil unrest, and supporting communities to recover from terrorist or extremist events

• Ensuring that public bodies function as a shared space for all and focus on their core purpose rather than take partisan stances that undermine community cohesion Some of the issues the directorate work on can be challenging for communities and our stakeholders.

The role being advertised sits in the Societal Resilience and Anti-Extremism division.

This role will develop the department’s extremism analysis capability that will evidence and underpin where we dedicate our resource to tackling impacts of extremism on communities and the integration agenda. This work will require an analytical mindset and a keen interest in policy’s interaction with analysis.

Home Office

Home Office Analysis and Insight (HSAI) is a multi-disciplinary team which consists of economists, statisticians, social researchers, operational research, and intelligence assessment. It provides cross-cutting and expert analysis, research, and evaluation to advise and support decisions made by the Homeland Security Group (HSG). HSG unities capabilities and expertise to deliver better outcomes from the UK’s response to the most serious domestic threats – Terrorism, Cyber, State Threats and Economic Crime. As part of HSAI’s remit, a core focus is to support the delivery of HSG’s Prevent Strategy, which tackles causes of radicalisation and supports people at risk of joining extremist groups and carrying out terrorist activity. In doing so, HSAI works closely with other analytical partners across Whitehall in counter extremism, counterterrorism, and related fields.

Intelligence analysts in HSAI provide intelligence assessments on tactical and strategic trends and patterns in relation to actors who present a risk of radicalising others but operate below the TACT threshold, but also those that seek to divide communities and cause community tensions. They provide assessments on topics across various extremist ideologies, including Islamist (political and non-political forms), Extreme Right Wing, and Pro-Khalistan in order to assist and advise operational and policy partners. They also lead on due diligence reports to support funding and engagement decision-making for senior officials.

Role holders will develop significant subject matter expertise on various elements of the sub-TACT landscape and beyond, and work with experts from across HMG such as the FCDO, Commission for Countering Extremism (CCE) and Joint Terrorism Analysis Centre (JTAC). The team regularly work on fast-paced, high priority tasks that have immediate impact which is particularly exciting. No two days are the same. Given the range of work, the role is an excellent opportunity for someone with little experience in the field, to come in and learn and develop from working alongside subject matter authorities. 

This post is ideally for analysts who are currently working in or have previously worked in an intelligence or research and analysis role, though we will consider other relevant experiences. The applicant should also ideally have an interest in policy formulation, though specific experience in policy is not required

Job description

The successful candidate will be responsible for:

· Supporting a mixture of intelligence assessment products on radicalisation and extremism, working closely with analysts across Home Office, DLUHC and other relevant teams across the system

· Undertaking research by using a wide range of sources including intelligence products from across the community, open source, frontline practitioners such as Prevent Co-ordinators and academics.

· Conducting policy analysis, supporting the development of policy responses to extremism’s threat to integration

· Delivering regular due diligence reporting to advise government engagement and funding decisions. Particularly project management of due diligence commissions from DLUHC with oversight from HO and DLUHC leads on due diligence.

· Ensuring the above-mentioned products are delivered to the highest quality, often at pace and to short deadlines.

· Presenting and community analytical findings clearly to a range of customers and developing knowledge on extremism and radicalisation from which HMG partners can draw from.

Person specification

Essential criteria

· Current or previous experience in undertaking complex research using a wide range of sources which includes understanding and accounting for the strengths and weaknesses of sources. 

· Excellent analytical and problem structuring skills plus application of analytical thinking and techniques to assess large amounts of information.

· Evidence of managing competing priorities and delivering to short deadlines.

· Evidence of strong written and verbal communication skills (in particular writing reports such as submissions and assessments).

· Ability to work in a team in a hybrid environment as well as using your own initiative.

Desirable criteria:

· Experience in conducting research in extremism, terrorism, or international affairs.

· Experience of working in Whitehall on CE, CT or communities intelligence analysis.

· Experience of forming analytical conclusions and making recommendations with incomplete evidence.

· Knowledge of extremist ideologies and the process of radicalisation into extremism.

· Experience of navigating the interaction between policy and analysis

 – Experience within government intelligence is not necessary, but you should be willing to learn.

Important information:

· The successful applicant will be required to hold or initially gain Security Clearance (SC) level before taking up the post. Once in post, applicants will be required to upgrade to Developed Vetting (DV) clearance level if not already held.

Internal Fraud Database 

The Internal Fraud function of the Fraud, Error, Debt and Grants Function at the Cabinet Office processes details of civil servants who have been dismissed for committing internal fraud, or who would have been dismissed had they not resigned. The Cabinet Office receives the details from participating government organisations of civil servants who have been dismissed, or who would have been dismissed had they not resigned, for internal fraud. In instances such as this, civil servants are then banned for 5 years from further employment in the civil service. The Cabinet Office then processes this data and discloses a limited dataset back to DLUHC as a participating government organisations. DLUHC then carry out the pre employment checks so as to detect instances where known fraudsters are attempting to reapply for roles in the civil service. In this way, the policy is ensured and the repetition of internal fraud is prevented.
