Job summary
The responsibilities for the Department for Science, Innovation & Technology for 2023 are as follows:
- Positioning the UK at the forefront of global scientific and technological advancement
- Driving innovations that change lives and sustain economic growth
- Delivering talent programmes, physical and digital infrastructure and regulation to support our economy, security and public services
- R&D funding
For 2023, our priorities are:
- Optimise public R&D investment to support areas of relative UK strength and increase the level of private R&D to make our economy the most innovative in the world.
- Promote a diverse research and innovation system that connects discovery to new companies, growth and jobs including by delivering world-class physical and digital infrastructure (such as gigabit broadband), making the UK the best place to start and grow a technology business and developing and attracting top talent.
- Put our public services including the NHS and schools at the forefront of innovation, championing new ways of working and the development of in-house STEM capability to improve outcomes for people.
- Strengthen international collaboration on science and technology in line with the Integrated Review, and ensure our researchers are able to continue to work with leading scientists in Europe and around the world.
- Deliver key legislative and regulatory reforms to drive competition and promote innovation, including the Data Protection and Digital Information Bill, the Digital Markets, Competition and Consumer Bill and our pro-innovation approach to regulating AI.
- Pass the remaining stages of the reformed Online Safety Bill to keep British people, especially children, safe online.

Job description
Dynamic and competitive digital markets are key to creating a world-leading digital economy that works for businesses, consumers and society. However, the dominance of just a few big tech companies is dampening innovation and growth, and having negative impacts on consumers.
That is why we are establishing a new world-leading pro-competition regime for digital markets and delivering the Digital Markets, Competition and Consumers Bill.
We are recruiting for a Head of International in the Digital Markets team, to shape the UKs approach to regulating digital markets.
The role offers an exciting opportunity to join a fast-paced team whose work will govern the relationship between big tech and all the different groups of users who rely on their services
Person specification
You will manage the international workstream within the Digital Markets team. You will lead the development of an ambitious strategic plan that sets out our international objectives and how we engage internationally to achieve them. This includes actively managing trade concerns relating to digital competition and securing our international objectives through the G7 Digital and Tech Ministerial Track.
Effective strategic and stakeholder management skills are essential for this role, as well as confidence in dealing with stakeholders at all levels.

Skills and experience
In this role, the successful candidate will need to:
– Develop a strategic plan and engage with external stakeholders to further UK policy interests;
– Work together with stakeholders (e.g. through multilateral fora), and oversee delivery of shared outcomes;
– Work across Whitehall (including with the FCDO and DIT) to promote shape the UK’s policy priorities;
– Provide timely advice on relevant policy developments and coordinate ministerial engagement opportunities; and
– Manage up to two HEOs or SEOs.
Desirable skills
– Experience working with international governments and/or regulators;
– Experience working on trade issues, including trade compliance and negotiating trade agreements; and
– Regulatory, Bill and/or other legal experience.

This post is advertised as a Fixed Term for a period of 2 years.
Existing Civil Servants and applicants from accredited NDPBs are eligible to apply, but will only be considered on loan basis (Civil Servants) or secondment (accredited NDPBs).
