Job description
This role is to develop the Telecoms Team Investment Strategy in convergence markets and deliver the European Space Agency (ESA) ARTES Programme (Advanced Research in Telecommunications Systems).
The programme is being designed to support UK industry access a growing number of high value, high volume opportunities in the satellite market with a focus on adjacent markets including Multi-orbit satellite communications, lunar communications and in-orbit servicing and manufacturing.
The role will involve co-designing and implementing processes and procedures with ESA, building relationships with key partners and coordinating closely with respective delivery boards.
As the Investment Strategy Lead for Adjacent Markets the postholder will be responsible for:
- Work with a diverse range of partners to identify emerging opportunities, including new technologies, institutional and commercial;
- Developing and managing the Telecoms Investment Strategy for Adjacent Markets, providing the evidence base for relevant investment decision-making in the Team;
- Manage the relevant contribution to relevant delivery boards;
- Monitoring opportunities emerging from adjacent satellite communications markets.
The role holder will also support the design, implementation and delivery of the ARTES Programme including as Delegate to the ESA Programme Board.

No prior technical knowledge is required.
The postholder will use their initiative to deliver innovative solutions, with a demonstrable track-record of delivering successful programmes. They will be able to build relationships with industry and government partners.

- Strong diplomatic skills, able to work closely with a range of different people.
- Ability to work at pace with industrial partners, able to challenge constructively.
Desirable criteria
- Creating complex partnerships.

- Experience of working with international institutions.
- Experience of delivering funding programmes, including through a third party agent.

This job role may be suitable for hybrid working, which is an informal, non-contractual and voluntary arrangement, blending a balance of attendance in the workplace (your permanent duty station which is based on business assessment of where the work is best done) and working from home, or elsewhere, as a personal choice (if the role is suitable for this). The internal roles rules apply to existing Civil Servants, i.e., level transfers move on current salary or the pay range minimum, transfers on promotion move to new pay range minimum or receive 10% increase. Either case is determined by whichever is the highest.
