The responsibilities for the Department for Science, Innovation & Technology for 2023 are as follows:
- Positioning the UK at the forefront of global scientific and technological advancement
- Driving innovations that change lives and sustain economic growth
- Delivering talent programmes, physical and digital infrastructure and regulation to support our economy, security and public services
- R&D funding
For 2023, our priorities are:
- Optimise public R&D investment to support areas of relative UK strength and increase the level of private R&D to make our economy the most innovative in the world.
- Promote a diverse research and innovation system that connects discovery to new companies, growth and jobs including by delivering world-class physical and digital infrastructure (such as gigabit broadband), making the UK the best place to start and grow a technology business and developing and attracting top talent.
- Put our public services including the NHS and schools at the forefront of innovation, championing new ways of working and the development of in-house STEM capability to improve outcomes for people.
- Strengthen international collaboration on science and technology in line with the Integrated Review, and ensure our researchers are able to continue to work with leading scientists in Europe and around the world.
- Deliver key legislative and regulatory reforms to drive competition and promote innovation, including the Data Protection and Digital Information Bill, the Digital Markets, Competition and Consumer Bill and our pro-innovation approach to regulating AI.
- Pass the remaining stages of the reformed Online Safety Bill to keep British people, especially children, safe online.

Job description
The International Data Flows team within the Data Policy Directorate leads on policy development, engagement with international partners, and implementing UK policies to facilitate the transfer of data overseas (subject to appropriate safeguards). This work supports trade, research, and wider international cooperation objectives. These roles are at the heart of the UK Governments ambition for the UK to be a global leader on data. Global data flows underpin every sector of the economy, as well as enabling cross-border sharing of law enforcement and national security data. Data flows are therefore vital for a modern economy and international trade, as well as keeping people safe.
The team are recruiting for two HEO roles, a Multilateral Policy Advisor and Data Bridges Policy Advisor. The Multilateral Policy Advisor will be responsible for driving forward delivery of engagement in priority multilateral fora (G7 / G20 / OECD / UN) and shaping associated workstreams. This will involve building out our international objectives on data policy, establishing relationships with priority partners and seeking Ministerial and cross-Whitehall buy-in to promote our approach in international fora. There will likely be some required international travel. The Data Bridges Policy Advisor will lead on delivering new UK data bridge agreements, managing existing adequacy arrangements, and encouraging global data flows. Success in this role will boost growth and productivity, positioning the UK as an international hub for data-driven innovation.
Person specification
Multilateral Policy Advisor
- Lead on coordinating engagement in key multilateral fora, including the UN and Council of Europe and supporting engagement with CBPR Forum.
- Represent UK interests in multilateral discussions.
- Prioritise multilateral initiatives to support delivery of the Data Policy Directorate’s international objectives.
- Provide geopolitical insights and best practice into data policy and strategy developments.
- Manage, deliver, and support multilateral data initiatives with important international partners.
- Build and maintain relationships with relevant government departments (UKMiS, FCDO, DBT) and external stakeholders.
- Broker common positions across government and inform our international data policy and strategy.
- Help build a positive and inclusive team culture and work closely with colleagues in our network of Embassies and overseas Posts.
- Support the wider team on administrative and ad hoc tasks, as well as new/emerging workstreams.
Data Bridges Policy Advisor
- Synthesising research papers and analyses into a coherent set of decision points for Ministerial consideration.
- Working with lawyers and the policy team to test areas of contention within assessments.
- Commissioning external advice to test key points of concern and ensure robustness of decision-making.
- Assessing information communicated from officials in partner countries, juxtaposing against legal and policy intentions to strike data bridges and considering long term viability.
- Using the lessons and experience gained from the above workstreams to contribute to long term institutional policy learning by drafting position papers, engaging with stakeholders, and holding challenge sessions on topics of high importance to data bridge assessments.
- Working with the wider team to consider additional topics and apply a rigorous policy mindset to the issues raised in relation to data bridges and the gatekeeping process for prioritising countries.

- Project manage across a broad portfolio and manage competing priorities at pace to develop evidenced advice.

Desirable requirements
- Familiarity with international data policy would be an asset but is not an essential requirement.
- Experience of influencing policy development/delivery internationally and working with international partners.

Existing Civil Servants and applicants from accredited NDPBs are eligible to apply, but will only be considered on loan basis (Civil Servants) or secondment (accredited NDPBs). Prior agreement to be released on a loan basis must be obtained before commencing the application process.
