Job summary

The responsibilities for the Department for Energy Security & Net Zero for 2023 are as follows:

  • Delivering security of energy supply
  • Ensuring properly functioning energy markets
  • Encouraging greater energy efficiency
  • Seizing the opportunities of net zero to lead the world in new green industries

For 2023, our priorities are:

Ensure security of energy supply this winter, next winter and in the longer-term – bringing down energy bills and reducing inflation.

Ensure the UK is on track to meet its legally binding Net Zero commitments and support economic growth by significantly speeding up delivery of network infrastructure and domestic energy production.

Improve the energy efficiency of UK homes, businesses and public sector buildings to meet the 15% demand reduction ambition.

Deliver current schemes to support energy consumers with their bills and develop options for long-term reform to improve how the electricity market works for families and businesses.

Seize the economic benefits of Net Zero, including the jobs and growth created through investment in new green industries.

Pass the Energy Bill to support the emerging CCUS and hydrogen sectors; to update the governance of the energy system; and to reduce the time taken to consent offshore wind.

Job description

Would you like to work in a friendly and encouraging team? Do you want to play a key part in the UK’s Net Zero journey of decarbonising the electricity system?

If so, we are looking for three talented and motivated grade 7 implementation policy leads to drive forward the Governments Review of Electricity Market Arrangements (REMA) programme.

Current electricity market arrangements were implemented before renewable energy became significant for the UK’s electricity generation mix. These markets need to change, and we need to ensure this proceeds in a coordinated and effective way.

This is a rich and complex policy area which offers an exciting opportunity to play a key role in shaping REMA policy implementation. This means understanding the strategic context and partnering with specific policy workstreams towards delivering shared objectives, as well as providing the right governance and effective programme management.

Our energy markets are ultimately responsible for sending the price signals to deploy a huge range of low carbon technologies – for example solar and wind power, energy storage, hydrogen, and digitally enabled technologies in people’s homes. Getting the market design right is therefore absolutely critical, and the results will be felt for decades to come. You will play a vital role in making this happen.

As part of the REMA delivery and implementation team, you will work closely with your G7 and G6 colleagues to build a high performing multi-disciplinary team. You will work across DESNZ, HMG and with external stakeholders in Ofgem, ESO, LCCC and industry to shape and define the roadmap for implementation of preferred REMA policy options. You will provide expert advice to policy teams ensuring that the implementation considerations are fully developed as the programme moves from policy into implementation.

Person specification

As part of the REMA delivery and implementation team you will work closely with colleagues and contribute to building a high performing multi-disciplinary team.
You will:

  • Build strong working relationships with REMA colleagues and develop our understanding of the implementation considerations relating to the REMA options under consideration.
  • Lead the process of working through the complex implementation issues that relate to REMA options under consideration and ensure that implementation is considered throughout the policy cycle.
  • Lead the development of implementation plans for specific REMA policy options and engage with industry to ensure their views are fed into that process.
  • Develop and deliver legislation changes to move REMA policy options into delivery.
  • Build and own relationships with external delivery bodies and key internal partners to the REMA programme.

  • Be able to think strategically across a complex and evolving policy landscape. They will translate strategic insights into practical policy action plans, drawing out opportunities, risks and priorities to meet Ministers’ objectives.
  • Have excellent written and oral communication skills to communicate with confidence to Ministers, senior officials, and a wide range of audiences across the sector on important, highly technical and complex issues.
  • Have excellent networking skills with the ability to persuade and influence others, establishing positive relationships with a wide range of stakeholders.
  • Have experience of leading a team to deliver successfully under time and political pressure

Desirable Criteria

  • Prior experience working on energy policy is desirable.
  • Prior experience of moving from policy into delivery/implementation is desirable.
  • Prior experience of legislation change is desirable.

Alongside your salary of £50,305, Department for Energy Security & Net Zero contributes
