Job summary
The responsibilities for the Department for Science, Innovation & Technology for 2023 are as follows:
- Positioning the UK at the forefront of global scientific and technological advancement
- Driving innovations that change lives and sustain economic growth
- Delivering talent programmes, physical and digital infrastructure and regulation to support our economy, security and public services
- R&D funding
For 2023, our priorities are:
- Optimise public R&D investment to support areas of relative UK strength and increase the level of private R&D to make our economy the most innovative in the world.
- Promote a diverse research and innovation system that connects discovery to new companies, growth and jobs including by delivering world-class physical and digital infrastructure (such as gigabit broadband), making the UK the best place to start and grow a technology business and developing and attracting top talent.
- Put our public services including the NHS and schools at the forefront of innovation, championing new ways of working and the development of in-house STEM capability to improve outcomes for people.
- Strengthen international collaboration on science and technology in line with the Integrated Review, and ensure our researchers are able to continue to work with leading scientists in Europe and around the world.
- Deliver key legislative and regulatory reforms to drive competition and promote innovation, including the Data Protection and Digital Information Bill, the Digital Markets, Competition and Consumer Bill and our pro-innovation approach to regulating AI.Pass the remaining stages of the reformed Online Safety Bill to keep British people, especially children, safe online.

Job description
OfQ sits within DSIT, in the Technologies and Innovative Regulation directorate, but will be made up of individuals from across HMG. The team will identify, build and realise the opportunities of the nascent quantum sector for the benefit of UK prosperity, security and global influence.
Activities could range from shaping the investment approach or business support environment, to helping to ensure that the economy is ready to take advantage of the opportunities and that society benefits from the application of quantum technologies.
Person specification
Helping to craft cross Government technology policy and the delivery of a new quantum strategy to deliver prosperity and security benefits.
- Contributing to cross-government decision-making on national security investment screening cases relating to quantum technology businesses, with technology security policy teams and the new Investment Security Unit.
- Developing the department’s approach to accelerating the growth of the sector and increasing investment
- Building tech adoption policies to increase the applications and societal benefits associated with the use of quantum technologies.
- Helping to develop Governments regulatory approach to developing quantum technologies for the benefit of society and the economy.
- Extensive relationship building and influencing across government are a critical component of the role, especially with UKRI, DCMS, HMT and the wider science and innovation community. Relationship building with security partners is also important, as the interlinkages between security and prosperity are strengthened in response to the IR.
- The roles will involve a lot of external facing activity; building a network with industry figures and members of the academic community that help inform our policy advice.
Skills and Experience
Essential Criteria:
- A proven track record of building evidence-based recommendations from complex and often imperfect evidence.
- Ability to operate at pace, including prioritising effectively across competing activities.
- Ability to work on detailed policy questions whilst understanding how these relate to the strategic context for both quantum technologies and broader EmTech.
- Confidence and impact in how you communicate both verbally and in writing and including with external (often senior) partners.
- Ability to build effective partnerships and relationships across team and organisational boundaries to support delivery.
Desirable Experience:
- The postholder does not need to be an expert in quantum technologies. That said, a curiosity about technology, industrial, or innovation policy, or an understanding of quantum applications is encouraged. As is experience of policy making or analogous experience that shows you can lead a strategy and policy function.

- Experience in a relevant industry that could be translated to a policy context.
SC clearance will be required (either held currently or willing to undergo). There may be an opportunity to be sponsored for DV clearance if this is of interest, but it will not be essential to the role.
