The Government People Group exists to work with departments, professions, and functions to build a modern, effective Civil Service

We provide leadership, and in turn, create leaders with exceptional line management capability across departments, influencing partners in the wider public sector and beyond. This involves getting our retention and reward strategy right, to nurture specific skills, and create pride and resilience in our workforce. 

Our role is also to provide system leadership across central government in pulling together back office services. Collectively, we help support the Cabinet Office’s priority to drive efficiencies, and reforms that will make government work better, to ultimately provide a better service to the public.

The Reward, TUPE, Employment Framework and Industrial Relations Team is responsible for leading on the strategy and policy across a range of Civil Service workforce issues. The team’s primary purpose is to work as a trusted policy and strategy team on behalf of Cabinet Office Ministers. The team is the central point within the Civil Service for the strategy and policy on a number of key workforce issues including pay, pensions, reward, compensation, industrial relations and the wider employment framework, as well as taking a wider focus on workforce strategy for the Civil Service as a whole. It is an exciting time for the team as it responds to the demands of the changing and nuanced landscape of the Government’s priorities for the public sector.

Job description

SEO Policy Adviser, Delegated Pay

  • Support on policy development on key workforce issues and at times take the lead on these issues
  • Support on the development of the annual Pay Remit Guidance
  • Leading on departmental pay flexibility business cases and facilitating ministerial approval
  • First point of contact for various technical, sometimes statutory pay issues
  • Work collaboratively within the wider team, especially where issues overlap across the team including on pensions and compensation, industrial relations and the wider employment framework

May also include other work in the team including

  • Support on the development of the annual written Government evidence to the Senior Salaries Review Body (SSRB) Pay Remit
  • Supporting on the development of the Government’s response to the SSRB’s response and the pay practitioner’s guidance
  • Lead on the sponsorship of the Senior Salaries Review Body, including recruitment, statutory reporting to the public bodies team, and stakeholder management with the secretariat
  • Supporting Senior Reward Consultants in providing strategic and operational reward-related advice, analysis and information to departmental customers and GPG colleagues
  • Carry out market salary benchmarking as requested by departments to support development of reward strategies, annual pay awards, and recruitment
  • Supporting the development of reward capability across the Civil Service

Person specification

Either demonstrable experience in a pay and reward setting with a sound understanding of public sector pay policy and/or experience of policy development and implementation in another policy area.

  • An ability to develop effective and practical solutions to complex policy issues
  • An ability to build effective relationships with colleagues and stakeholders across Government
  • Able to convey complex information to different audiences, including advising at all levels.
  • Strong analytical and numerical skills with the ability to analyse to interpret data and trends, and make evidence-based decisions.
  • An ability to re-prioritise tasks, often at pace, to pivot to respond to emerging issues.
  • An ability to work autonomously and at pace to meet milestones, overcome barriers and escalate issues where required, and deliver objectives to a high quality.
