Job description

What are we offering?

Strategy and Policy is a newly-formed Directorate with lots of new starters (from within the CPS, across government and with external experience). What does the role entail?

The postholder will contribute to the delivery of the CPS policy programmes, developing core policy work and supporting the policy team.

On complex pieces of work, the postholder will work at pace to support the delivery of their own portfolio of agreed policy programmes deliverables, supporting effective programme management, identifying risks and opportunities, and helping to identify and propose solutions to policy problems.

With their own specialisations, they will contribute strongly to policy development and idea generation for future policy programmes and deliverables, identifying activity required to achieve the CPS’ strategic objectives, as set out is CPS 2025. The postholder will develop relationships with colleagues across the CPS and stakeholders in Government and third sector to identify gaps in policy, legislation and service provision and suggest and deliver effective solutions.

A key support to the Senior Policy Advisor, they will be a source of expertise and provide professional support and advice on policy programmes to CPS staff.

They will support their team to develop and provide comprehensive analysis, options and communications advice to senior officials during the creation and formulation of operational policies and procedures.

Person specification

The postholder will understand the strategic drivers for the CPS policy programmes they are working on and understand how they align with wider priorities in SPD and wider CPS, feeding the insight into their portfolio of policy development and implementation.

The postholder will work with their immediate team, wider SPD and with colleagues across Government, in specialist networks and elsewhere, to deliver the objectives of CPS 2025. They will collaborate to share information and, where appropriate, resources and support.

They will develop and maintain an effective network of subject matter leads, ensuring that they are engaged and briefed on key developments to support their own status as local subject matter experts. They will encourage contribution, individually and collectively to the development of policy.

The postholder will work with others in SPD, the wider CPS and with stakeholders to identify ways in which policy programmes can be delivered and to identify where policies/process can be improved or simplified, delivering better value by using fewer resources, or getting more output from the same resource level.

The postholder will clearly explain, using a variety of methods, the reasons for change to colleagues within SPD and wider CPS.  They will clearly explain how to implement the change and provide support to prosecutors where appropriate, measuring effectiveness and adapting advice as appropriate.

They will gather and act on feedback to improve effectiveness. They will ensure that important messages are communicated with colleagues and stakeholders, taking into consideration the diversity of interests, gathering and implementing feedback to improve performance.

They will represent the policy area and the organisation at external meetings and networks, either to present and persuade the CPS position, or to gather information to feedback into CPS plans.

Selection process details

This vacancy is using Success Profiles (opens in a new window), and will assess your Behaviours, Strengths and Experience.

This is a full-time post. However, requests for flexible, part-time working and job share will be considered, considering at all times the operational needs of the Department.

Waiting List

Candidates who are recommended by the selection panel but not appointed to the current vacancy will be placed on a waiting list for 12 months and may be offered another post, should any further vacancies for a Policy Advisor within CPS Strategy and Policy during this period. CPS may also approach candidates on the waiting list to fill other roles requiring similar knowledge and experience.
