DESNZ
The responsibilities for the Department for Energy Security & Net Zero for 2023 are as follows:
- Delivering security of energy supply
- Ensuring properly functioning energy markets
- Encouraging greater energy efficiency
- Seizing the opportunities of net zero to lead the world in new green industries
For 2023, our priorities are:
- Ensure security of energy supply this winter, next winter and in the longer-term bringing down energy bills and reducing inflation.
- Ensure the UK is on track to meet its legally binding Net Zero commitments and support economic growth by significantly speeding up delivery of network infrastructure and domestic energy production.
- Improve the energy efficiency of UK homes, businesses and public sector buildings to meet the 15% demand reduction ambition.
- Deliver current schemes to support energy consumers with their bills and develop options for long-term reform to improve how the electricity market works for families and businesses.
- Seize the economic benefits of Net Zero, including the jobs and growth created through investment in new green industries.
- Pass the Energy Bill to support the emerging CCUS and hydrogen sectors; to update the governance of the energy system; and to reduce the time taken to consent offshore wind.

Job description
Our team is leading a major transformation project on the governance of our energy system, and we need 2 Policy Advisors to help us deliver this project.
Person specification
The Electricity System Governance team is looking for 2 policy advisors to help transform the future of the GB energy system.
Since the rules and governance of our energy system were developed Great Britain has been a key international player in driving forward climate-related policies. Decarbonisation of the energy system is a key facet of meeting the UKs Net Zero targets, so it is vital that governance structures are fit for purpose and able to adapt quickly to rapid advancements to the electricity system in the future.
We are aiming to implement far-reaching changes to energy system governance which will future proof the system for decades to come.
The recent passing of the Energy Act 2023 has given the Government powers to accelerate this transformation and we are now able to implement key policies which will ensure that energy ownership and governance remain suitable for the future.
These roles involve working closely with a variety of key industry stakeholders, including National Grid ESO, Ofgem, Elexon, and several electricity suppliers and generators. As a policy advisor, you will work on a variety of workstreams, supporting governance, planning and delivery, briefing senior leaders and managing engagement with key external stakeholders in the energy sector.
Subject to business needs, you will have the opportunity to work across several areas and will be key in addressing complex policy, legislative, organisational/governance, and communication challenges.

Essential skills and experience
prior knowledge of energy policy is not required – we will quickly upskill you in the areas where you have less experience. We would love to hear from you if you have:

- An eye for detail, and experience of solving problems and using evidence to support decisions.
- Strong interpersonal and stakeholder management skills, with the ability to persuade and influence others, and to establish positive relationships with colleagues and external stakeholders.
- Excellent written and oral communication skills, with the ability to distil a wide range of technical materials into engaging and persuasive content, both orally and in writing.
- Excellent analytical skills and the ability to grapple with complex issues.
- A strong track record of working at pace across multiple challenging projects or workstreams, both collaboratively and autonomously.
