About Homeland Security:

The Homeland Security Group (HSG) unites capabilities and expertise to deliver better outcomes from the UK’s response to the most serious domestic threats – Terrorism, Cyber, State Threats and Economic Crime.

The group will strengthen coordination and collective focus across a range of growing and overlapping threats, whilst remaining consistent with existing strategies. Working with partners, HSG will foster more transparent and sustainable collaboration between national security, law enforcement and other relevant communities to enhance capabilities and leverage our response to threats.

As a part of the Home Office, the role of the Homeland Security Group is to:

  • Support the Home Secretary to develop and implement strategies to keep our people and interests safe and secure
  • Build HMG capabilities to reduce national security risk
  • Reduce volume of, and harm from, economic crime, particularly for the most vulnerable
  • Work in partnership with public and private sectors in the UK and overseas to deliver better outcomes
  • Ensure legitimate economic growth and prosperity

We are recruiting for a motivated and ambitious Grade 7 in the Home Office’s Homeland Security Group as we expand a new Emerging Technology Policy Unit that will start to tackle some of the most challenging technological threats posed by emerging technology.  

The Emerging Technology Policy Unit is a new unit that sits in the Home Office’s Homeland Security Group (HSG). The team is a strategic unit responsible for driving a step change in how HSG engages with both the risks and opportunities of future and emerging technology, in pursuit of the Home Office strategic shift on how we use data and technology. 

Location

Where business needs allow, some roles may be suitable for a combination of office and home-based working. This is a non-contractual arrangement where all employees will be expected to spend a minimum of 60% of their working time in an office, subject to local estates capacity, by Spring 2024. Job description

The Emerging Technology Policy Unit has been set-up to ensure that HSG has a greater understanding of future and emerging technology and the implications these will have on national security issues. The unit will be responsible for developing a strategic and programmatic approach to ensuring HSG is able to adapt to technological change, exploit the opportunities created by emerging technology, and protect the UK and its people from the potential harms posed by emerging tech.

We’re looking to create a diverse unit that has a wide range of skills and experience to tackle national security emerging technology issues. We are looking for individuals who have a passion for understanding challenging topics and developing clever and ambitious ways to tackle them. Whether you have a technology background or not, we want people to look at emerging technology from multiple perspectives, question and challenge existing approaches, and identify new ways to tackle the threats we face and develop policies and interventions to help keep our country safe.

Person specification

This is an exciting opportunity to be at the heart of developing and implementing a new approach across HSG up in tackling some of the most significant technological changes since the creation of the internet.  

We are recruiting a G7 as part of the expansion of HSG’s emerging technology policy capability to lead a small team focusing on cross-cutting policy relating to emerging technology and engaging tech companies and industry stakeholders in the technology world. 

You will be joining a motivated, inclusive, friendly, and supportive team and will have learning and development opportunities to further your skillset. We are looking for someone who will actively get involved in developing themselves and others and contribute towards the team, Department, and the wider Civil Service.   

The team may continue to grow as work develops therefore we will be operating a reserve list for those successful at interview but not offered a role. 

This role is available on a part time basis, however, there is an expectation that the successful candidate will work a minimum of 30 hours over 4 days.

Key duties and responsibilities will include:

  • Sustaining and evolving existing governance to ensure the Home Office can take informed, timely decisions about policy, priority issues and engagements – drawing on advice and expertise in the British Consulate in San Francisco.
  • Maintaining a comprehensive understanding of the Home Office sector’s current tech companies engagement, and shaping this engagement to deliver strategic effect. 
  • Assessing relevant future cross-cutting tech trends and what work HMG or the Home Office needs to do to address them.
  • Supporting Home Office Ministers to get the most of tech companies engagements, including by producing co-ordinated briefing for Ministers and developing new insight products.
  • Representing Home Office interests and equities in ongoing X-WH discussions about HMG-wide tech companies engagement and other digital and online policy issues, currently led by DCMS. 
  • Some UK and international travel will be required. Costs will be covered by HSG.
  • Engaging with international partners on issues of relevance to tech company engagement, for example those with shared interests to maximise the potential impact of any engagement with tech companies.
  • Delivering an effective service for ensuring communications (e.g. PQs, correspondence, etc) in relation to the Department’s and the sector’s engagement are reflective of Departmental priorities. 

Essential Criteria

  • Excellent communication and influencing skills, including with senior officials/stakeholders, business leaders, and the ability to present complex information clearly and concisely in a variety of formats.
  • Clear demonstration of being able to identify areas of join-up and linkages between strands of work and the confidence to challenge ways of working and decisions to ensure the right decisions are made.
  • The ability to think strategically, and to identify, collect, analyse and use evidence effectively to solve problems and support high quality decision making.
  • The ability to balance competing priorities and work across different areas within a busy and pressurised environment; and 
  • Resilience, and comfort with delivering at pace and in dynamic, complex and ambiguous circumstances. 
  • Experience in working collaboratively with policy and research stakeholders and oversee delivery of shared outcomes.
  • Visible and inclusive leadership with a track record of empowering and inspiring teams to deliver high levels of performance.

  • Knowledge/experience of national security or technological change.

Selection process details

The sift will be held on the Statement of Suitability and the two behaviours, ‘Seeing the Big Picture’ and ‘Leadership’. The CV will not be scored.

In an event where a high volume of applications are received, an initial sift will take place using the lead Behaviour ‘Seeing the Big Picture’. Candidates who pass the initial sift will be either progressed to a full sift or straight to interview.

Successful candidates shortlisted for interview will be tested on all Behaviours outlined in the job advertisement.

In addition, candidates will be asked to prepare a five minute presentation that will be delivered at interview. The presentation will be tested against ‘Experience’ on the ‘Success Profiles’ and will be assessed against the ‘Essential Criteria’ as listed in the job advertisement. For meaningful checks to be carried out, individuals need to have lived in the UK for a sufficient period of time to enable appropriate checks to be carried out and produce a result which provides the required level of assurance.
