Job summary

The Public Sector Fraud Authority (PSFA) is responsible for holding departments and arms- length bodies to account for their handling of fraud in the public sector. The Authority will write the standards for counter fraud work across government and hold public bodies to account against these. Working in the PSFA offers access to a wide range of stakeholders across government and the opportunity to work with various sectors in a high-profile policy area with high media, parliamentary and ministerial interest.

We are looking for experienced fraud practitioners and policy makers who are ambitious and delivery focused. They should be passionate about challenging the status quo, making difference, fighting fraud, developing capability and shaping how the public sector effectively understands and reduces the impact of fraud.

These roles will work with experts across sectors in the UK and with other countries with a focus on advancing the way public sector fraud is managed and making a measurable difference. 

These roles will lead and deliver key areas of the PSFA’s agenda. They will work to develop and implement initiatives, designing, implementing and providing high quality services – primarily in counter-fraud but also in error reduction.

The Head of Policy Development will be one of two senior managers in the policy team. The team provides expert advice and support to Senior leads and Ministers and delivers a range of policy initiatives. This includes development of proposals for new legislation and cross government counter fraud initiatives. They will respond to parliamentary queries, and work with other public bodies and international partners on fraud across the public sector.

Job description

Policy Delivery – successful candidates will;

  • Play a key role in bringing together those working to fight fraud across the UK
    Government and Internationally,
  • Lead governance across the Government Counter Fraud Function including
    management of the Function Board and the Fraud Champions Network further
    developing its strategic role in relation to the PSFA – bringing together fraud experts
    and leads across government to help increase the level of ambition in fighting fraud,
  •  Lead PSFAs input on important strategy, legislation and development in the sector
    such as the development of the new Economic Crime Plan,
  • Provide oversight and coordination of the International Public Sector Fraud Forum
    (IPSFF) (includes delivery of the IPSFF Summit in the UK in 2023).

Person specification

Essential Criteria:

  • Significant experience of working in a specialist counter fraud or economic crime role eg in delivery of counter fraud services, investigation, intelligence, fraud risk, measurement or control enhancement.
  • Excellent stakeholder management skills, with experience of engaging across a system or in a variety of sectors,
  • A track record of delivering complex change through networks and relationships
  • Excellent organisational and planning skills;
  • Excellent written and oral communication skills;
  • Experience of managing others and delivering alongside and through them;
  • Experience in analysing information and making evidenced decisions, and 
  • Ability to manage conflicting priorities and pressures.

Desirable criteria 

  • Qualifications in Fraud Risk Assessment.
  • Experience of managing teams across multiple locations 
  • Experience of drafting guidance / best practice / standards documents 
  • Experience in fraud risk and threat assessment and mitigation approaches
  • Experience of budget management and management of external service/consultancy services
  • Experience in Intelligence and analysis and associated practice including the National Intelligence Model
