Job summary
We are looking for a Head of Supply Chain Reporting and Analysis to join our Parliamentary Commercial Directorate (PCD).
The UK Parliament sits at the heart of our democracy and system of Government in the UK. Comprised of two Houses (the Lords and the Commons) UK Parliament works on behalf of UK citizens to check and challenge the work of Government, make and shape effective laws, and debate/make decisions on the big issues of the day. This role sits within the PCD.
This Directorate is responsible for commercial strategy, commercial policy and standards, procurement delivery and contract & supplier management support across the organisation and plays a key role in the operation of the Houses. The PCS team sits within the House of Lords but is a bicameral service and supports both the Lords and the House of Commons. You will have the opportunity to work as part of a growing and ambitious function committed to delivering the members of both Houses the goods and services they need, when they are needed at best value to the taxpayer.
You will be joining PCS at an exciting time. Over the coming 2 years we plan to undertake significant changes aimed at increasing our impact across the organisation. This comes on top of continuing to ensure the value for money from our nearly £1bn in annual spend and supporting transformational projects across the organisation and our estate, including at the Palace of Westminster itself which is a UNECSO world heritage site.
You will be responsible for shaping and delivering a strategy for generating supply chain and contract management insights to support operational contract managers. These contract portfolio, market and supplier insights will enable the effective management of contracts across Parliament and serve to raise levels of commercial awareness and capability.
This entails significant operational autonomy and accountability for delivering against your own plans agreed with the Commercial Director and Deputy Director Contract & Supplier Management. You will be an organised, self-motivated and engaged individual as well as an active team player and contributor. You will act as a trusted advisor and trainer on issues within your area to other directorates.

Youll be accountable for
- Work alongside the Head of Supplier and Contract support to define Parliaments structured approach to engagement and management of strategic contractors
- Defining our approach to and leading on market, supplier and contract reporting across Parliament. Working with our Strategy and Enablement team to implement the required technologies and reports
- Owning the corporate contract register and associated data and MI including risk, spend and top kpi performance reporting
- Leading the timely and accurate production of supply chain reporting
- Develop supply chain models and maps to identify strengths, weaknesses, opportunities and risks in our key markets
- Develop, deliver and present regular dashboards using Power BI, excel or our new sourcing tool

Person specification
What were looking for
- Understanding of the importance of supplier relationship and contract management approaches within organisations and able to identify and articulate their primary attributes and benefits.
- Understanding of the data, MI and systems requirements underpinning supplier relationship and contract management reporting. With the associated knowledge of relevant technologies (e.g. PowerBi and sourcing systems) and the associated policy, template, process and training requirements.
- Strong leadership capability, being able to illustrate how to successfully lead a team or manage a project.
- Understanding of commercial controls and governance within organisations, ideally within the public sector context.
