Job description
The Mechanical Electrical and Public Health (MEP) Manager role is part of the Technical Assurance (TA) team responsible for successfully planning, managing, executing, completing and handover of a range of building systems projects such as energy efficiency and performance. This will ensure GPA projects and the public office estate adheres to the correct technical design and legislative standards set out in GPAs Design Guide, associated technical Annexes and Employer Requirements (ER). This role is primarily mechanical and electrical engineering so complementary to the Compliance and Handover Manager.
Responsibilities
Reporting to the Head of Technical Assurance, the MEP Manager will be responsible for:
- Accountable for owning all standards and guidance relating to MEP across all GPA Projects; keeping ahead of changes in legislature and guidance and incorporating this into the GPA Workplace Design Guides and associated Technical Annexes
- Auditing design as conducted by GPAs strategic partners, to assure design compliance. To further lead a programme of audits across all design assurance and
- Briefing the Head of Technical Assurance on the delivery status for each project of their building systems work packages, ensuring that each work package remains aligned with wider programme objectives.
- Providing mechanical, electrical and public health (MEP) advice and assurance to the integrated project delivery teams, at key project stages.
- Coordinating and collaborating with stakeholders and other teams, to ensure the TA Team is assured, and work package life cycle costs are assessed as part of design
- Providing subject matter expertise for mechanical and electrical engineering across GPA projects.
Person specification
Essential Criteria:
We are looking for an experienced MEP professional who can demonstrate knowledge, skill and experience in:
Skills in:
- Knowledge of building systems, including Architectural, Structural, Civil and Fire Engineering systems and how they interact with MEP systems as defined in BSRIA BG6.
Projects using BIM level 2 or BIM framework. Ability to understand the RIBA design stages as defined in BSRIA BG6 with an ability to comment on the maturity of third party designs against this standard.
Experience of:
- Development and application of building systems and services, incorporating project specific employer requirements and in complex scenarios, for the successful delivery and management of government property, commercial office sector, or
- Delivery of a major property project from initiation to completion within a multi disciplinary team environment, with ideally a background working for an engineering consultancy or client
- Evidence of effective development, implementation and management of assurance processes and governance controls in a complex business
- Effective communication to stakeholders and diverse audiences, with strong oral and written communication skills for client interaction and report writing that can convey complex technical issues to non specialist audiences.
- Ability to build and maintain productive relationships with senior management/ stakeholders including suppliers and customers alike.
- Professional credibility, self-motivation, proactive and knowledge sharing with the ability to prioritise delivery where there are conflicting and multiple workstreams and requirements.
Desirable:
- Experience in an engineering or construction based
- Background of working in or with the public sector
- Extensive experience in energy or MEP construction engineering position.
Qualifications
● Bachelor’s degree in mechanical, electrical, energy or construction engineering.
Desirable:
● Relevant project management qualification (eg APM, MSP etc).
● Energy Professional certification (Certified Energy Manager preferred).
● Membership of a professional body (eg CIBSE, IET IWFM).
● Either holds or has a willingness to work towards Chartered status (CEng) in a / building services related discipline
