Are you looking for a new and exciting role that will directly impact all military personnel? Do you want to be part of one of the most ambitious projects in Defence People? We are looking for people to join our Project Team to support a generational transformation in how we support all our service personnel.
Building on the move of the Civil Service to the Oracle Fusion HCM platform the People Capability Team, alongside Defence Business Services, have initiated a project to transition the military population from their bespoke and complex personnel administration system to the Fusion HCM Software as a Service platform. The project is not just about a technical transition: it provides the catalyst and vehicle for wide ranging changes in military personnel policy and process. A new HR (Human Resources) Service for Military Personnel is where we are aiming.
The Military HR Service (Mil HRS) Project Team is an attractive proposition. This position is advertised at 37 hours per week.
This is a Fixed-term Appointment as a Project Support Officer in HOCS, People Transformation. Your responsibilities will be as described in this job advert. This post will therefore begin on your appointment and will end on 31/03/2027.
If you are a permanent MoD civil servant and are found successful for an advertised Fixed-term Appointment (FTA) you should move into the post under a Temporary Transfer (for up to a maximum of 23 months). At the end of the posting, you will return to your previous MoD Business area. If this posting is at a higher grade, your promotion will be temporary, and you will return to your substantive grade at the end of the Temporary Transfer. Job description
This role is a critical Project support role for the Military HR Service project. It will be central to supporting the delivery of the Defence People Strategy through the delivery of a new HR Service for Military personnel. It will support the People Committee aims of:
- Modernising the core military HR system through moving quickly to a Software as a Service (SaaS) solution, akin to the move of HRMS to MyHR for civilians, and create a single Military and Civilian Enterprise Resource and Planning ecosystem for HR.
- Deliver, through the adoption of this new technology, the catalyst for a fundamental simplification and rationalisation of our People policies and processes.
- Using the opportunities presented by SaaS to fundamentally transform how we do HR.
You will be in from the early stages of the project we intend to start a Discovery Phase in early 2024 prior to implementation in 2025/26.
You will be responsible for supporting the Mil HRS project to success. You will collaborate with a multitude of stakeholders across defence, including the military. You will be a confident in your communication skills, escalating issues promptly and appropriately. Most importantly, you will be passionate and driven to achieve the core vision of the project. We are looking for someone who is positive and thrives in a fast-paced environment, with the flexibility to support various elements within the project.
Responsibilities include:
Planning & Scheduling Support implementation and maintenance of corporate systems to enable effective programme and programme planning and scheduling.
Monitoring & Reporting Support establishment and maintenance of programme and project controls to support performance monitoring and management. Capture and analyse MI (Management Information) to create Business Intelligence to support key Programme decision makers.
Programme Governance and Administration Support and deliver programme organisational tasks e.g., governance board administration/ Agile planning events. Manage and monitor programme compliance to DD (Defence Digital) standards.
Resource Planning Support programme and project resource and workforce planning.
Stakeholder Management Build effective relationships with key programme stakeholders. Act as focal point for stakeholder engagement on programme reporting and governance activities.
RAIDO Management Support and advise programme and project staff with risk, issue, opportunity, dependency, and assumption management activities.
