Portsmouth. This role is based at Navy Command Headquarters, Whale Island, Portsmouth PO2 8BY, although the team are hybrid working (a mix of remote and office-based working). There is a requirement for regular travel to Abbey Wood, Bristol, HM Naval Bases and other locations, which may require overnight accomodation away from home.

Job summary

The Directorate Navy Acquisition (DNA) manages the Navy’s major acquisition programmes. DNA Programmes are grouped under one-star leadership (RN OF6 or SCS1) according to the capability being delivered and comprise of Future Support Acquisition (FSA), Ships Acquisition (SA), Equipment and Systems Acquisition (ESA), Commando Force (CF) and Defence Marine Service – Next Generation (DMS-NG).

Future Support Acquisition (FSA) is a crucial component of DNA and is the TLB’s Support Solution specialists responsible for four principal functions which shape and deliver the support acquisition portfolio:   

1. Future Support Strategic Planning;  
2. Future Support and Enablers Programme Delivery; and  
3. In-Service Support Programme Sponsorship and Performance.  

Delivering these responsibilities, Deputy Director FSA (DD-FSA) is the Navy Command SME and policy lead for Support Solutions. The Programme Support Officer (Governance) role will work within FSA as part of the PMO team.

The FSA Programme Management Office (PMO) sits at the hub of all FSA business processes and interfaces and enables the effective and efficient delivery of change programmes and business management in FSA. The PMO provides expertise across a range of programme delivery management functions including management information and reporting (MI&R), portfolio and programme performance data analysis, adherence to mandated business processes, management of risks and issues and also a wide range of business essential Business Management enabling functions.  

The role of the FSA PMO Governance Manager is to embed a consistent and coherent governance strategy across the FSA sub-portfolio and act as the interface between the FSA PMO and the FSA sub-portfolio programme teams to ensure the timely provision of high-quality Management Information (MI) and reporting to support the mandated DNA governance processes. The FSA PMO Governance Manager will also ensure that CASP/SASP milestones are tracked and reported, and that programme data meets the needs of Programme Delivery and Reviews (PDR), H2A forums and other governance and decision-support events.

This position is advertised at 37 hours per week. 

Job description

The successful candidate will be required to: 

  1. Ensure the integrity of the FSA sub-portfolio programme data and Management Information (MI) 
  2. Ensure the reporting process of programme performance.
  3. Ensure the performance of CASP and SASP strategic milestones is planned, tracked and reported.
  4. Ensure FSA programme dashboards and visualisations meet the needs for performance reporting requirements.
  5. Maintain and report programme performance for all FSA programmes across the sub-portfolio.
  6. Maintain and develop the structure and content of programme reports and data.
  7. Maintain a reporting calendar for stakeholder input to meet agreed governance and reporting drumbeats.
  8. Challenge the provision of data from stakeholders and data owners where necessary.
  9. Generate and maintain a trend visualisation for all programmes in the FSA sub-portfolio

Person specification

Candidates should, where possible, provide evidence of the following desirable experience and skills: 

  1. Developing and implementing governance, reporting services and Management Information within a complex P3M environment.
  2. Successful execution of programme support in a programme delivery environment.
  3. Working with and managing relationships with multiple and senior stakeholders.
  4. Understanding of Defence capability programme Acquisition processes and programme delivery performance management and reporting.

Apprenticeships normally last between 12 months – 3 years, depending on the level of the apprenticeship.
