Job summary
The Department for International Trade has overall responsibility for developing, coordinating, and delivering a new trade and investment policy for the UK, including preparing for and then negotiating Free Trade Agreements and market access deals with Non-European Union countries, and promoting UK trade and investment across the world.
The Future Enterprise Resource Planning and Shared Services Provider (FESSP) programme looks to unlock the future potential of Finance and HR service provisions. The programme sets out to upgrade and replace DITs current HR, finance, and payroll domestic system in two stages. In the medium-term it will upgrade to a newer on-premise system; and over the long-term it will replace the on-premise system with cloud technology. In addition, FESSP will transform and/or replace our supplier of transactional, back-office activities (shared services currently provided by UKSBS). This will simplify, streamline, and improve the services HR and Finance provide that enable staff to do their jobs.
The FESSP team is also an integral part of the Matrix Programme which is a transformation initiative involving the Cabinet Office, Department for Energy Security and Net Zero, Department for Culture Media and Sports, Department for Education, Department for Health and Social Care, Department for Business and Trade, Attorneys General Office and HM Treasury.
The Matrix Programme aims to deliver the Government’s three overarching objectives for shared services:
- Better experience for all users – intuitive systems that are easy to use and mobile-enabled.
- Efficiency and value for money – better systems and services which support productivity and seek to reduce costs.
- Standardised processes and data – support interoperability, making it easier to understand and compare corporate data.
The programme is currently looking for a SEO Governance and Reporting Manager to manage and control governance activities to enable effective management and decision-making across the programme. The post holder will work closely with programme and project managers to ensure timely, consistent, and accurate data collection, analysis and reporting on programme/project progress and delivery confidence. This will also be a key role in aligning the programme interests with other key cross departmental programmes.
This is an exciting and challenging role that will give the post holder exposure to work in the HR, Finance, as well as Project and Digital delivery.
Job description
The post holder will work with the PMO Lead to ensure the smooth running of governance and reporting activities across the programme. Working closely with the Programme and Project leads, they will ensure timely, consistent, accurate data collection, analysis and reporting on programme/project progress and delivery confidence.
This role requires sound governance and reporting experience, as well as exceptional organisation, information management and multitasking skills. The candidate will be working alongside a busy team supporting a large programme which spans across DITs Corporate Services function and is part of a wider Government programme.
Specific duties of the role may vary but the postholder should expect these to include:
- Business Case (BC) Draft parts of the Business Case (governance section). Liaise with Business Case investment approval boards and ensure Business Case has timely slots at all relevant approval boards. Prepare papers for Investment approval boards.
- Stakeholder Liaise with Stakeholders to gather data. Review data, and work with stakeholders to resolve anomalies or gaps.
- Establish governance & reporting landscape Draft and own terms of reference for boards and define roles of board members. Work with senior project roles to draft board agendas. Keep log of board decisions and owners. Work with decision owners to provide report updates. Analyse data and present at relevant governance boards.
- Risk & Issue Management Work with risk manager/ risk owners to report risks to programme and project boards.
- Change Control Work with the change manager/ PM to provide data for Change Control requests. Present change control requests to relevant board and disseminate the outcome.
- Knowledge & information management Implement knowledge and information process. Advise the project on correct processes and lead the lessons learned process.
- Planning and scheduling Implement and maintain appropriate systems to enable effective planning and scheduling.
- Financial control Monitor programme and project spend and contribute to the compilation of budgets and the development of the business case.
Person specification
Essential Criteria

- Previous experience of working in a fast-paced programme environment.
- Sound reporting and governance experience.
- IT skills, particularly Excel, Microsoft Word and PowerPoint skills.
- Ability to work flexibly across different programme activities to help support wider aims.
- Ability to work as a member of a team and create good relationships as a member of a programme.
Desirable Criteria
- Experience of working in the civil service or on large transformation programme.
- IT Skills Microsoft Project.

Interviews for this vacancy will be conducted virtually. We will, however, consider in-person interviews by exception.
