Job summary

The Department for Business and Trade (DBT) is the department for economic growth.  We support businesses to invest, grow and export creating jobs and opportunities across the country by promoting the UK as a great place for business through our global network of connections.    

The Grant Delivery Directorate delivers a range of grant programmes on behalf of the Department. These include business support for large scale investments for example, in the automotive industry, the delivery of the energy support package to help people during the cost-of-living crisis, to small grants to individual businesses to participate in trade fairs. The team is also responsible for managing the reconciliation and assurance of the Covid 19 Business Support grants, including debt recovery.  This is a fantastic opportunity to become part of the Grant Delivery Directorate, as we deliver our schemes.  Our role in awarding and monitoring grant awards across a wide range of policy areas requires us to comply with the Government Grant Standards and HMT’s Managing Public Money to ensure best value for money, minimise the risk of fraud and protect the taxpayer.

There are multiple SEO roles within the team, each with its own specific remit. The primary purpose of the roles is the day-to-day operational delivery of a portfolio of grant application cases the Grant Delivery Directorate are responsible for delivering. You will lead and coordinate the application, appraisal, contracting, monitoring and closure of a portfolio of cases.  Other tasks include contributing to the delivery of existing schemes and potentially, supporting the setting up of new grant schemes covering the entire grant lifecycle; mandatory and routine reporting for the schemes, writing or contributing to Ministerial submissions and other SCS briefing documents.  The role may also include the direct line management of staff.   

Given the diverse range of work within the team, a matrix management structure is in place. Whilst you will be allocated to a functional line manager, you will also work with other managers where required. 

Job description

These roles have two major components: 

Grant Appraisal – leading the appraisal of applications for grant funding, including conducting appraisals against scheme criteria; acting as the primary contact between DBT and the applicant throughout the appraisal process; working with specialists to assess value for money, case for assistance and subsidy control; writing case papers including Ministerial submissions and presenting cases and recommendations to approval boards; and preparing grant offer letters as required. 

Grant Monitoring – managing a portfolio of grant beneficiaries to undertake the effective monitoring, closure and assurance of awards, conducting financial reconciliations, and where appropriate, instigating recovery and debt recovery for non-compliance. This will require regular contact (including site visits where applicable) with a wide range of businesses and intermediaries. The role is pivotal in ensuring the delivery of key outputs for the grant awarded, that the value for money expected for the taxpayer’s investment is achieved and that legal and offer letter obligations are met.  

Responsibilities will include: 

  • Where required undertake line management of other team colleagues in line with the Civil Service Leadership statement and DBT priorities; including setting targets as well as reviewing progress and performance against agreed priorities and personal development objectives.   
  • Leading on assigned cases (as Appraisal Officer) and the communication to and from the applicant and ensuring that key milestones and timelines are adhered to. 
  • Undertaking appraisals and supporting specialist appraisals on assigned cases, drafting associated papers (including Ministerial submissions and management updates) and presenting to approval boards, as well as drafting offer letters and variations in a timely manner. 
  • Proactively reviewing grant recipient performance (as Monitoring Officer) against agreed KPIs (including expenditure), undertaking monitoring visits and processing claims, in line with deadlines and guidance provided.  This will include the verification and testing of grant claim evidence and agreed KPIs. 
  • Using judgement and analysis to identify issues and risks in a timely manner including working with applicants, grant recipients and other stakeholders to agree and implement remedial action e.g. grant agreement variations.  
  • When required conducting financial reconciliations, and where appropriate, instigating recovery and debt recovery for non-compliance.  
  • Ensuring that all management information and project records are kept up to date and are accurate, with timely input of data to meet internal financial and policy deadlines. Maintaining comprehensive and accurate electronic case files to demonstrate an appropriate audit trail. 
  • Drafting or contributing to the drafting of documents including; briefings to senior leaders, Ministerial submissions, Parliamentary Questions, Freedom of Information Requests, Parliamentary returns and MP letters etc.   
  • Establishing key policy contacts and building sector, policy and/or knowledge relevant to the case portfolio. 
  • Where required, act as a buddy/support officer for team members and new starters. 

Person specification

Essential Criteria 

  • Strong and effective interpersonal skills coupled with excellent relationship management.  
  • Strong organisational skills and the ability to work simultaneously across different cases in your portfolio. 
  • Experience working in either a grant management role or financial or other assurance role.  
  • The ability to think strategically and consider the bigger picture.  
  • The ability to work on own initiative and as part of a team. 
  • The ability to manage conflicting priorities and meet challenging deadlines. 
  • Sound analytical skills and attention to detail with the ability to maintain multiple datasets/spreadsheets efficiently and securely.  An ability to spot discrepancies with the initiative to investigate further.  
  • The ability to work flexibly across the Directorate within a matrix working model and work collaboratively with external public and private sector stakeholders.   
  • The ability to meet the travel requirements of the role. 

Desirable Criteria  

  • Experience of working with policy teams, other internal and cross-Whitehall interested parties.  
  • Experience of working with external local authorities, private sector businesses, beneficiaries and stakeholders. 
  • A good level of proficiency with some of the following would be an advantage:  SharePoint, the Government Grants Information System (GGIS), UKSBS-Oracle and Excel.
