Role Purpose

The Quantity Surveyor role sits within HMCTS Property Directorate and is responsible for the effective management of cost at both a project and programme level, incorporating a strategic role with day-to-day cost control. Providing expert specialist and professional financial and cost management expertise and oversight of all buildings and systems across a large and varied HMCTS estate, supporting Duty Holders, Deputy Director, Head of Technical and Assurance, Head of Facilities Management and Head of Security as well as many other HMCTS departments and suppliers who work with the Property Directorate and the wider MOJ or Government departments as required.

The individual should be a member of a professional institute such as RICS, IET, CIBSE, IMechE, ICPHE or equivalent and should be incorporated/chartered or working towards incorporated/chartered status. 

The impact of the role will be making sure we spend public money wisely in accordance with recognised financial constraints and protocols. 

You will be expected to be the cost management subject matter expert, this is a challenging, frontline and visible role.  

There is currently no direct line management responsibility with this role.

You will be working across several different departments and teams and will lead on some aspects of the work. 

You will be required to complete Value for Money (VFM) validations, approvals and checks from supplier proposals.    

Key Accountabilities

  • To provide strategic and technical support to the HMCTS Property Directorate, ensuring that cost is managed appropriately across the delivery of construction and small works projects for the group.
  • Technical leadership of cost management across the HMCTS Property estate.
  • Attend regular management and supplier meetings at regional and national level, as required and facilitate and lead on the presentation of reporting to Duty Holders and senior leaders.  
  • Undertake a continuous improvement approach to the account seeking to present and provide innovative solutions and operational improvements.
  • Leading cost management initiatives across the facilities management and delivery teams.
  • Ensure programme cost management strategies are in place and the outputs are actioned accordingly.
  • Support the Capital and Revenue (Resource) Maintenance Plan by reviewing the technical solutions within the forward maintenance register to ensure they are in line with HMCTS’s objectives and aims, and with legislative compliance.
  • Challenge solutions proposed by suppliers to ensure value for money (VFM) and provide alternative options where required.
  • Review projects and small works to ensure the Property Directorate and Government policy is followed, e.g., Construction Design Management Regulations (CDM), Government Soft Landings (GSL).
  • Accountable for working with the supply chain to drive cost effective working practices in accordance with business and industry targets.
  • Support tender evaluations from a cost perspective.

Knowledge, Skills and Experience 

  • To have a professionally recognised cost or Quantity Surveying qualification at a senior level (e.g., or MRICS/FRICS similar) and a background in cost management across large construction projects. 
  • Experienced as a property or building services professional, with in-depth knowledge of asset and risk management strategies. 
  • A good understanding of the costing and practical delivery of works. 
  • A deep understanding of the issues involved in managing a large operational and administrative estate, including customer management and supply chain management.
  • Successful experience of leading, motivating and managing in-house and outsourced teams through a period of significant change.
  • Experience of managing crisis situations in relation to asset management functions.
  • Experience of working at a senior level and providing oral and written briefings.

Problem Solving and Decision Making 

One of the key leadership challenges for the role holder is effectively managing a range of varied issues at multiple sites, working with our suppliers and other team members to drive results and performance to achieve the contract KPI’s across our 350+ buildings within our estate.

Supporting the Head of Technical and Assurance and the Head of FM and Head of Security to deliver best value to HMCTS and obtain the highest possible statutory, mandatory, and contractual compliance at each site. 

The role holder is in a unique position to see issues arising across the estate utilising current and historic data from other teams such as energy use, helpdesk trend data and the Forward Maintenance Register (FMR) to target the areas of concern. 

The Quantity Surveyor Manager is required to be a strategic operator and review how best to meet this leadership challenge, whilst gaining the confidence of senior officials within HMCTS, MoJ and other government departments, and the judiciary. 

The role holder’s decision making will be key to maintaining high operational and financial performance and maintaining the reputation of HMCTS Property Directorate in the eyes of the Operations Directorate, HMCTS Property Board and HMCTS Facilities Management Board, as well as the wider reputation of HMCTS amongst the senior judiciary, court users, Ministers, and members of the public,  their main driver is to keep our building operation, compliant, safe and secure so we can provide these buildings to the judiciary,  our operational colleagues and users to provide access to justice.
    
Management of Resources 

The role holder will work across all regions and sites and responsibility for current estates activities and own issues they are involved in within their remit and skills and experience, this will provide individual and team confidence to the Deputy Director that all situations are managed and controlled. There will be no direct budgetary responsibility, but the advice provided by the role holder will be influential in reviewing options and ensuring the best product and cost is selected for each piece of work they are involved in. 

They will be responsible for management and achieving value for money from HMCTS’ third-party suppliers.  

They will promote the property directorate and instil a strong friendly business working relationship with a range of external consultants to best exploit their expertise, improve delivery and the timing of support.

Autonomy

The Quantity Surveyor will plan, execute, and deliver their own workload and ensure their time is spread amongst a range of issues, focusing on core deliverables within their skills and experience, they will have considerable autonomy to take strategic and operational decisions on behalf of the property directorate.

Travel and subsistence costs will need to be carefully considered within the role; frequent travel will be required due to the locations of our 350+ buildings throughout the UK.

The role holder will exercise independent leadership in the way that they approach task and manage time as well as finding solutions to arising issues, working to the processes, policies, and procedures.

Key Relationships and Contacts 

The role holder will be required to lead and own collaborative relationships with many teams across HMCTS, the MoJ and The Home office and Whitehall. These will include but not be limited to the below.

  • Key senior leadership role in the Property Directorate team providing strategic direction, agreeing standards of performance, shaping the culture and being accountable for high-quality and value for money service delivery to operations. 
  • Establish, build and maintain effective relationships HMCTS operational Directors and Delivery Directors to influence, negotiate and deliver improvements in operational resilience and build robust risk management capability and effective health, safety and security functions 
  • Establish, build and maintain effective partnership relations with Judicial Office and deal with any conflicts of interest and to make sure that operational interests are effectively represented, especially if Gold Command is in place.  
  • Establish, build and maintain effective relationships with MOJ Departmental Operations Centre to build confidence in HMCTS’s approach to business continuity, resilience and crisis management.
  • Establish, build and maintain effective relationships with HMCTS HQ Directorates including CEO office to influence, negotiate and deliver strategic improvements to business continuity, resilience and incident management  
  • Establish relationships with Other Government Departments, our suppliers and external agencies and partners as the examples below,
