About the team

The purpose of the Function, Profession and Standards Team is to set and drive continuing improvement in functional standards of project delivery; build professional capability and capacity; deliver world class leadership and learning programmes; and provide leadership to the project delivery profession across government.

The team contributes to the overall work of the IPA in four service areas:

  • Building and managing professional capability in project delivery across government by attracting and growing talent, including running the government project delivery fast stream scheme; developing career pathways and a new accreditation framework; supporting senior resourcing, deployment and succession planning; and improving diversity and inclusion across the profession.
  • Developing and delivering world class leadership and learning programmes to equip people working in project delivery with the knowledge and skills they need to deliver projects successfully across the public sector.
  • Development of the project delivery function across government by setting standards and developing best practice guidance and tools in project delivery and portfolio management to drive continuing improvement.
  • Leading and building engagement in the project delivery profession across government, through the Director of Function, Profession and Standards as government head of profession for project delivery.

Job description

The Infrastructure and Projects Authority is the home of the government’s project delivery function and is responsible for 

  • setting cross-government strategies
  • setting and assuring standards
  • developing capability
  • giving expert advice
  • driving continuous improvement
  • developing and delivering commonly required services

We are looking for an individual who can take on the role of Project Delivery Function and Governance Manager. This is a high-profile role to support the Projects Council, CEO of the IPA and Director of Function, Profession and Standards with the strategic direction, management and governance of the function.

Person specification

The responsibilities of the role will be to:

Strategic Development

  • Lead on the development of long-term strategy for the project delivery function across government and to support the maintenance and implementation of that strategy
  • Support departments with the development of departmental level functional strategies, including the alignment of departmental goals, processes and resource allocation with the cross-government functional strategy.
  • Improve the maturity of the IPA and function in strategy development and maintenance 

Governance and Management

  • Lead on the development of the governance and management framework for the project delivery function across government, including the management of the Projects Council which is the senior governance body for the function
  • Support departments with the development and maturity of departmental level governance and management frameworks and ensuring alignment with cross-government governance
  • Supporting the maturity of the IPA and wider project delivery function on governance and management

Functional Standards

  • Lead on the day to day management of the project delivery functional standard and its assessment framework, ensuring that it is embedded across the project delivery system and drives value and improved outcomes
  • Develop working-level relationships with other government functions to maintain alignment
  • Own the process for regularly reviewing and developing the standard and its assessment framework

General

  • Conduct research and analysis of functional effectiveness, processes, procedures and stakeholders to understand areas for improvement, future strategic goals and the issues of the future that the project delivery function should be preparing for now
  • Present findings, projections and recommended actions to senior leaders of the project delivery function
  • Monitoring and reporting on progress against strategy, including the identification and implementation of metrics
  • Supporting and guiding senior executive decision-making processes.

Essential Criteria

  • Experience in project delivery in either a project, programme or portfolio role
  • Experience in governance, including an ability to clearly define roles, responsibilities and accountabilities and establish controls and approval routes appropriate to monitor progress and compliance
  • Understand the strategy and policy development process, including the ability to identify, understand and use data, evidence and advice to test and improve strategic goals
  • Experience of enabling participation by stakeholders in the strategy and policy process, encouraging enhanced transparency and openness
  • Awareness of the government function model, its aims and purpose

Selection method

Candidates will need to provide a CV and statement of suitability which demonstrates how they meet the criteria below. This will then be further tested with a presentation and interview.

  • Experience in project delivery in either a project, programme or portfolio role
  • Experience in governance, including an ability to clearly define roles, responsibilities and accountabilities and establish controls and approval routes appropriate to monitor progress and compliance
  • Understand the strategy and policy development process, including the ability to identify, understand and use data,
    evidence and advice to test and improve strategic goals
  • Experience of enabling participation by stakeholders in the strategy and policy process, encouraging enhanced

  • Awareness of the government function model, its aims and purpose

Desirable Criteria

  • Accredited to practitioner or senior practitioner level under the Government Project Delivery Accreditation Scheme
  • Experience of developing organisation wide governance and management frameworks
  • Experience of running the strategy and policy development process to deliver strategy and strategic plans
  • Experience with developing and setting functional standards or equivalent
