We are looking for 9 experienced Project Managers to enable DWP to deliver its Change portfolio of over 100 Change projects and programmes.  These include some of the largest and most complex programmes which form part of the Government Major Projects Portfolio.

As a Project Manager in the DWP Change and Resilience Group, you will play a critical role in the success of delivering our Change Portfolio.  You will have strong project management and leadership skills to lead multi-disciplinary teams to successfully achieve our Change ambitions.

If you are highly motivated, committed to project delivery and would like to support the Government to deliver its next set of priorities, this role is for you.  We will also be looking to form a strong reserve list as we expect to have further roles in the near future. 

Job description

This is an exciting opportunity to deliver major projects, lead a team and support colleagues throughout the project journey to fulfil deadlines.   The right candidate will be an inclusive leader with project delivery experience and a pragmatic approach that balances the need for governance and rigour, while engaging with but not over-burdening stakeholders.

Project Managers are vital and the opportunities we have available are fast paced, challenging and varied. They require excellent stakeholder management skills, working with a wide range of colleagues across DWP, wider Government and may also include external organisations. In return, you will join a flourishing, supportive community delivering some of the largest transformation programmes in the UK.

What are the role responsibilities?

Exact responsibilities may vary from role to role but include: 

  • Leading and coordinating the successful delivery of projects, programmes and portfolios whilst overcoming associated operational and people challenges.
  • Seeking out, developing and sharing first class project delivery practices, building strong internal and external professional networks and proactively supporting colleagues in the Project Delivery community. 
  • Creating inclusive high performing teams which make people feel secure and supported to achieve their potential whilst fostering collaboration across organisational boundaries.
  • Collaborating with colleagues from different professions, including Digital, Policy and Operational Delivery to achieve customer focused solutions – putting user needs and customer experience at the forefront of designing transformation.
  • Developing, monitoring and managing project risks, issues and interdependencies including mitigating strategies and trade-offs, escalating these as appropriate.
  • Engaging the right stakeholders at the right time to gain commitment, ensuring the Department’s vision is communicated effectively to stakeholders enabling effective transformation across DWP.
  • Reviewing and developing processes that support the delivery of a project and presenting these to senior stakeholders in governance forums.
  • Service design and delivery – delivering the agreed outcomes within time, cost, quality constraints and agreed tolerance levels.

The Essential Criteria for this role are:

Leadership – You are able to demonstrate how you have successfully delivered change or transformation for people or organisations in a leadership capacity.  You have evidence of collaboratively establishing high performing teams with a strong vision that engages others whilst promoting diversity and inclusion. 

Communication Skills – You can listen to the needs of technical and business stakeholders and interpret them. You can build strong relationships and manage stakeholder expectations, facilitating difficult discussions within the team or with diverse senior stakeholders
to deliver business objectives and outcomes.

Project Delivery – You can demonstrate responsibility for a diverse range of activities to manage the delivery of a project’s objectives on a day-to-day basis, through the project lifecycle. You will have experience in enabling the smooth running of a project by applying sound project management disciplines/processes.

Business Change and Implementation – You can demonstrate how you translate planned changes or initiatives into action ensuring that activities are planned and completed to successfully implement the change and realise the benefits.

Planning – You have practical experience of facilitating a team’s planning cycle.  You can manage complex internal and external dependencies and evidence the fundamental components of a project in terms of its scope, deliverables, time scales, resource requirements and budget. 

Risk Management – You ensure strategic and operational risks and issues are identified, prioritised, assessed and appropriate mitigating actions developed, implemented and monitored throughout the life of the project.

Additional Information:

  • Due to the nature of these posts, it requires the postholders to work out of one of the DWP Change hubs. These are located in: Birmingham Arena Central, Blackpool Peel Park, Glasgow Atlantic Quay, Leeds Quarry House, London Caxton House, Manchester St Peters Square, Newcastle Benton Park, Sheffield Kings Court, Pontypridd Treforest Ty Taf.
  • Travel to other Hubs will be required.
  • For vacancies in Wales, the ability to speak Welsh is desirable.
  • You will be asked to complete a location preference as part of your application. Successful candidates will be posted in merit order based on your location preferences (within reasonable daily travelling distance) and the geographical requirements of the business.  Dependent on your position on the merit list, if none of your location preferences remain at the point we make a job offer DWP may offer you a role at an alternative advertised location. After submission of the first stage of your application you will be invited to complete a Civil Service Work Strengths Test.

The Interview

Interviews will take place remotely by an MS Teams video call. The interview will take approximately 50 minutes and further details and instructions will be provided closer to the scheduled interview.  All applicants who progress to interview will be assessed on behaviours, strengths and a presentation.

Presentation – Candidates will be asked to prepare and deliver a 5-minute presentation to the panel which will be assessed against the technical skill, ‘Project Delivery Frameworks and Methodologies’.  This will be followed by a question-and-answer segment. Details of the presentation will be given to candidates on invitation to interview – no visual aids will be permitted.
