Job description

This role will be at the heart of the new Building Safety Regulator (BSR), leading on the creation and implementation of the operational quality management, assurance, governance and risk management frameworks. 

You will report directly to the Head of Operational Excellence and be instrumental in establishing the Risk Management and Quality Management Frameworks alongside BSR’s policy and operational leaders.  

Your direct reports will consist of a team of Risk Management Analysts and Compliance and Quality Analysts.  

The overarching Governance framework and how it is managed would also fall within the remit of this position.

Essential Criteria

Key Responsibilities: 

  • Leadership and management of a team of Risk, Quality and Compliance analysts to create and implement frameworks across BSR to support operational excellence.
  • Implement and embed HSE’s Risk Management Framework (RMF) in collaboration with BSR’s operational leaders and ensure that this is in alignment with the corporate risk framework.
  • Provide relevant tools as well as support and guidance to allow operational managers to assess, manage and update risk registers. 
  • Root cause analysis of risk/compliance/quality issues and to challenge and/or make changes where appropriate. 
  • Establish a Quality and Compliance Management Framework (QMF) in collaboration with BSR’s policy and operational leaders and provide the tools and support to implement.
  • Establish a Governance Framework to support the reporting of compliance and allows appropriate challenge when compliance is lacking and promulgation of good practice.
  • Create reporting packs for both the RMF and QMF and circulate to an agreed time-frame and stakeholder group.

    At HSE, we are proud to be able to offer our people the opportunity to work in a hybrid way which combines the flexibility for working from home and the office without the need for long hours/weekend working. This is a voluntary, non-contractual arrangement and your allocated office will be your contractual place of work. This role will also involve travel to sites across England therefore flexibility to be able to travel when needed for on-site visits & meetings is necessary. This may include the occasional overnight stay.

    Sift Information:

    The sift will take place during week commencing 25th September where you will be assessed on your experience through your CV and personal statement.

    Interview Information:

    Interviews will take place via Microsoft Teams during the week commencing 16th October where we will assess you on your technical skills and the advertised behaviours. 

    As part of your interview you will be asked to give a short presentation,the subject of which will focus on your technical skills. The subject of the presentation will be sent to those candidates selected for interview.

    Start Date

    The expected start date is January 2024 however, for those able to start earlier please state if successful for earlier provisions to be made.
