The Government Security Function (GSF) oversees the delivery of protective security across Government. Our Mission is to enable Government to protect citizens and provide vital public services by understanding and managing security risks. We set the strategy and standards for Government Security, monitor departmental security performance, manage pan-government security incidents, support the delivery of key security capabilities and lead the Government Security Profession.

The Government Security Group (GSG) is the centre of the Security Function, based within the Cabinet Office. GSG is transforming the Government’s approach to protective security to ensure it is fit to meet the challenges of the digital age. This role offers an exciting opportunity to work in a fast-paced, dynamic team, with a breadth of stakeholders including in other Government departments, the National Technical Authorities and the Agencies, and to contribute to delivering improved security across Government. 

The Threat, Incident Response and Coordination team sits within an award winning team in GSG to provide cross-government support, guidance and coordination to manage and mitigate security incidents and promote a shared understanding of threats as they apply to government. 

We are looking for a Senior Executive Officer to lead on threat intelligence. If you are passionate about protecting government and working in partnership to build a shared  understanding of threat, then we’d like to hear from you.

As the Threat Intelligence lead, you will help to protect HMG against a diverse range of threats. You will work with stakeholders across HMG and externally to build a consistent understanding of threat across government to identify mitigations and reduce risk. 

This role will:

  • Build trusted partnerships across the intelligence community, law enforcement and government departments.
  • Lead the generation, collection and dissemination of Threat Intelligence across HMG, drawing upon all potential sources of data (from inside and outside Government) at all classifications. The post holder will be proactive and ensure the right threat data gets to the right stakeholders in a rapidly consumable and actionable format.

Job description

The role holder will work on all the areas listed below and will lead on the delivery of several (exact responsibilities will be divided across the team depending on skills and priority areas):

  • Establish, maintain and develop a cross-government community of threat  intelligence expertise with both internal/external partners and the wider Assessment Community to improve intelligence flow through collaboration and influence.
  • Lead and motivate information sharing forums and maintain other intelligence relationships (internal and external) to enhance understanding of threats within HMG.
  • Develop a new threat function to be able to deliver a tailored threat product which specifically identifies and assesses threats to government buildings and personnel, by collating and assessing threat intelligence and data from a range of sources, taking into account its relevance and reliability to develop and maintain situational awareness.
  • Line management and professional development of one HEO. 
  • Deputising for G7 where appropriate.
  • Develop relationships with other GSG teams, other government departments and external stakeholders.
  • The role will also act to support GSG’s incident response function as and when required.

Experience:

  • Experience of producing well-written, well-structured, timely and impactful threat products and assessments in clear English, that meet the requirements of stakeholders.
  • Experience of delivering improvements in processes and evaluating success
  • Experience of building stakeholder relationships to work effectively between departments/organisations.

Desirable:

  • Experience of working on threat in a government security context 
  • Experience of communicating effectively at all levels and presenting threat intelligence to senior stakeholders
  • Experience of identifying, collating, and disseminating tactical, operational and strategic threat intelligence from multiple information and data sources.
