The MoJ’s work spans criminal, civil, family, and administrative justice, and we are responsible for making new laws and safeguarding human rights. We work in partnership with other Government departments and agencies to serve the public, improve the justice system, and support victims of crime. We are also responsible for fostering a globally successful legal services sector which supports hundreds of thousands of jobs, and we lead on a number of constitutional issues.

Many of these services are delivered through our two largest executive agencies, Her Majesty’s Courts and Tribunals Service (HMCTS) and Her Majesty’s Prison and Probation Service (HMPPS). In total we have 34 agencies and Arm’s Length Bodies. We manage a significant budget and run some of the largest and most complex infrastructure and change programmes in Government.

Job description

As the DG for the SDT Group you will create a strategic vision for modernising and digitising outdated and legacy systems, generating a coordinated plan across the MoJ and its agencies for transformation, and tracking delivery of this transformation.

You will be an integral part of the Department’s Executive Committee, playing an important role in wider purposeful leadership across the Department as part of our united MoJ Group culture. As DG Service Delivery Transformation, your specific responsibilities will include:

● Leading and bringing together the Department’s overall strategy on digital and other transformation, working closely with other members of the Executive Team.

● Overseeing development of an innovative digital offer across MoJ to support our ambition of a modern Justice System, whilst also updating existing systems critical to frontline delivery of services.

● Ensuring that the opportunities that digital and other operational delivery improvements offer fully inform priorities for future policy development in the Department, and working with the DG for Performance, Strategy and Analysis to make sure that digital delivery and data support the design and delivery of our public services.

● Overseeing delivery of the Justice Digital agenda, ensuring that strategic direction is clear, that capability is in place and the resources aligned to support MoJ’s ambitious digital programme.

● Overseeing the OPG, the LAA and the CICA, supporting the existing CEOs to deliver operational services and ongoing change and reform aspirations, including maximizing joint working with different agencies with MoJ.

Selection process details

Civil Service Recruitment process Civil Service recruitment processes at Director General level are regulated by the Civil Service Commission, and we follow clear guidelines to ensure that our recruitment is fair and open.

We also design our recruitment processes to reflect our values-based approach to HR (using staff engagement panels, for example) and to ensure that shortlisted candidates have the opportunity to meet key stakeholders for the role, before they join us. 

We expect the process for this role to be as follows:

  • The closing date for applications will be 23:55 on 5th December 2023.
  • A shortlist of the applications will take place during the week commencing 11 December 2023.
  • Shortlisted candidates will then:

            – Participate in a staff engagement panel.

            – Have the opportunity to meet with a senior MoJ leader.

            – Inputs from those steps will form the basis of a panel interview, chaired by Paul Kernaghan from the Civil Service Commission January 2024.

Other panel members at the interview will include but will not be limited to Antonia Romeo (Permanent Secretary MoJ, to whom this role reports.)
