This role is very bespoke, niche, and critical to our business. Engagement with senior stakeholders externally, including the DHSC and Ministers, is a key part of the role. In particular knowledge of Children’s Services and safeguarding is also a key element as is leading several high profiled projects and workstreams. 

In the role of Deputy Director, Multiagency Operations you will be accountable for delivering operations across multiagency specialist teams (Children’s Services, LA SEND inspection programme, Criminal Justice, Safehouses, Defence and other contracted programmes), working with inspectorate partners to develop multi-agency inspection programmes, including policy, methodology, and inspection frameworks.  

You will manage operational risk, ensuring that provider risks are managed appropriately across their sector and escalate high risk operations through relevant governance mechanisms.   

You will provide specialist safeguarding input around multiagency operations to organisational safeguarding lead in Regulatory Leadership.  

Reporting to the Director of National Operations this opportunity will allow you to work closely with the Senior Leadership Team.  

You will provide professional development, support to inspection and assessment teams across networks to drive sector specialism and expertise in CQC regulatory activity.  

You will champion the role using your influence to ensure that the skills, competence, and influence of the areas under the CQC’s regulatory duties are delivered through uncertain and changing contexts.

An accomplished leader, you will be experienced in leading and managing diverse teams.  

You will have significant sector expertise of managing multidisciplinary teams and knowledge of regulation, operational and government policy as well as significant health and care system expertise in one or more area of multiagency operations e.g. Children’s Services, LA SEND, Criminal Justice, Safehouses, and Defence.  

You will bring a track record of achieving the to the highest standards, with a genuinely caring and collaborative approach.  A natural collaborator, you will use your stakeholder management skills to build partnerships with others.

Accountabilities 
Accountable for delivering operations of multiagency specialist teams (Children’s Services, JTAI, LA SEND inspection programme, Criminal Justice, Safehouses, other contracted programmes), working with inspectorate partners to develop multi-agency inspection programmes, including policy, methodology, and inspection frameworks.  

Manages operational risk appropriately, across their sector and escalates high risk operations through relevant governance mechanisms.   

Deputises as required for the Director, National Operations. 

Ensures Data & Insight operational intelligence is appropriately actioned through their services, for example provider and system-based risks, working in collaboration with Data & Insight unit when required.   

Manages resources effectively across Multiagency Operations, for example ensuring a balance of risk focus between inspection teams. 

Provides specialist safeguarding input around multiagency operations to organisational safeguarding lead in Regulatory Leadership.  

Work with Operations Managers (Multiagency Operations – Children’s Services, JTAI, LA SEND, Criminal Justice, Safehouses, Defence and other contracted programmes) to ensure that inspectors and other roles are able to focus on professional as well as operational development.   

Responsible for developing and managing relationships with internal and external stakeholders.   

Manages development of direct reports, carrying out any performance and people management activities as required.  Establishing clear accountabilities and Key Performance Indicator management to build a confident, empowered, and trusted team.  

Plays an active corporate leadership role across CQC including role modelling inclusive behaviours in everyday interactions and promoting diversity and equality of opportunity, treating everyone with dignity and respect and challenging discrimination. 

Promotes a culture of respect and fairness and understands personal responsibilities around delivering against CQC diversity and inclusion strategy.   

Role models and supports others to instil CQC values into everything that we do.  

Knowledge, Skills and Experience 
Professional experience relevant to the role to include experience, knowledge and understanding of services for children and young people   

Significant experience of engaging with the range of Government Departments, including DHSC  

Significant experience of managing operations  

Significant experience of delivering operational policy  

Significant experience of managing multidisciplinary teams  

Significant experience in risk management within CQC or relevant organisation  

Significant experience in stakeholder engagement both internally and externally such as with health and care users, user groups and user organisations, care providers, provider networks and trade associations, professional regulators, local authorities and integrated care system  

Knowledge of cross-sector expertise  

Knowledge of regulation, operational and government policy as well as significant health and care system expertise in one or more area of multiagency operations e.g. Children’s Services, LA SEND, Criminal Justice, Safehouses, and Defence

A natural collaborator with excellent communication, interpersonal and presentation skills  

Strong business acumen and political awareness; ability to identify and assess opportunities for innovation and partnership where they arise to drive improvement and innovation  

Analytical capability using internal and external data and insight to drive decision making and quality improvements  

Strong people management skills with experience of building collaboration across teams and organisations to increase performance and efficiency  

Evidence of leading and supporting professional development and learning within organisations, sharing best practice and driving innovation and improvement  

Ability to build and develop high performing teams
